หรือนอกร าชอ าณ าจักรก่อนวันยื่นคํ าขอรับ สิทธิบัตร 3 . แบบผลิตภัณฑ์ที่ประกาศโฆษณามาก่อนวันยื่นคํา ขอรับสิทธิบัตร 4 . การออกแบบที่คล้ายกับรายการผลิตภัณฑ์ ข้อ 1 - 3 ในระดับที่เลียนแบบได้ การออกแบบที่อาจจะไม่ คล้ายคลึงกับผลิตภัณฑ์ที่มีอยู่ทุกประการ แต่สาระสําคัญของ การออกแบบอย่างน้อยก็คล้ายคลึงกับผลิตภัณฑ์ที่มีอยู่มาก ความสามารถในการแข่งขันของประเทศ อันดับคว ามสามารถ ใ นการแข่งขันของปร ะเ ทศ เ ป็น ดัชนีที่สะท้อนให้เห็นถึงจุดแข็ง และจุดอ่อนของประเทศ เมื่อ เปรียบเทียบกับประเทศอื่นๆ ณ ช่วงเวลาเดียวกัน ซึ่งส่งผล ต่อความเชื่อมั่นของนานาประเทศที่มีต่อประเทศที่ได้รับ การจัดอันดับ ดังนั้นอันดับความสามารถในการแข่งขันของ ประเทศนับเป็นข้อมูลพื้นฐานที่สําคัญต่อการจัดทํานโยบาย และวางแผนการพัฒนาประเทศ ซึ่งในปัจจุบัน International Institute for management Development (IMD) แ ล ะ World Economic Forum (WEF) ถื อ เป็น 2 หน่ วย ง าน ที่จัดทํารายงานการจัดอันดับความสามารถในการแข่งขันของ ประเทศต่างๆ และเป็นรายงานที่ได้รับการยอมรับจากนานา ประเทศ IMD ได้เผยแพร่รายงานการจัดอันดับความสามารถ ในการแข่งขันของประเทศต่างๆ ในรายงาน The Word Competitiveness Yearbook (WCY) โดย แบ่ง เกณฑ์ ใน การพิจารณาออกเป็น 4 กลุ่มปัจจัยหลัก ได้แก่ 1. ศักยภาพทางเศรษฐกิจ 2. ประสิทธิภาพของภาครัฐ 3. ประสิทธิภาพของภาคธุรกิจ 4. โครงสร้างพื้นฐาน publicized or published in documents or other printed media in or outside the Kingdom of Thailand prior to the application date. 3. Design which was previously publicized. The design which was applied for the patent registration and its patent attainment was already announced prior to the application date. 4. Design similar to items 1 - 3 to the extent of imitation. The design which may not identically be similar to the existing products, but at least, its main substance is very similar to the existing. Ranking of the national competitiveness is one of an index to reflect the strength and weakness of the country comparing with the others at the same period of time. The ranking will impact national’s confidentiality of the ranked country. However, the ranking of national competitiveness is a benchmark information for the country in plan and policy development. Current, there are two key organizations, namely, International Institute for Management Development (IMD) and World Economic Forum (WEF) publishing the ranking of national competitiveness of nations countries, and their reports are internationally accepted. IMD has presented the ranking of national competitiveness in The World Competitiveness Yearbook (WCY), the criteria for consideration are as follows; 1 . Economic Performance 2.
