Definitions
“NSO” or “Service Provider” means the National Statistical Office.
“Users” means government agencies, state enterprises, public organizations, local administrative organizations, other state agencies, including international organizations, private organizations, and the general public, both domestic and international, who use any services of the NSO.
“Service” means the use of products, software, the NSO website, and any other websites operating under the NSO domain name.
“Statistics” means statements or numerical data presented as results processed from collected data.

Terms of Service

1. Terms

1.1 National Statistical Office (NSO) provides services to users in accordance with the terms and policies set forth in these “General Terms” as well as any additional requirements applicable to specific services (“Specific Terms”)
1.2 Users acknowledge the General Terms and Specific Terms by using any NSO service.
1.3 The General Terms and the Specific Terms (collectively referred to as the “Terms”) constitute essential information related to the services provided by the NSO. Users are responsible for carefully reviewing and fully understanding these Terms. The Terms do not create any legally binding obligations between the User and the NSO.
1.4 In the event of any conflict between the General Terms and the Specific Terms, the Specific Terms shall prevail and govern the applicable service.
1.5 The NSO reserves the right to amend or modify the Terms without prior written notice to Users.

2. Acceptance of the Terms

3. Provision of Services by the National Statistical Office (NSO)

3.1 The NSO may develop, enhance, or modify the design, appearance, and features of its services in order to provide the best possible user experience, without prior notice to Users.
3.2 The NSO may temporarily or permanently suspend or terminate services for an individual User if such services adversely affect other Users or violate applicable laws, without prior notice. The NSO shall notify the affected User within seven (7) days after such action has been taken.
3.3 If services are suspended or terminated pursuant to Clause 3.2, the User shall not be able to access or use the services, or access any account information, files, documents, or other content contained in the User’s account.

** Where such suspension or termination is permanent, the NSO reserves the right to delete any and all data contained in the User’s account without prior notice.

3.4 The NSO may, at its sole discretion and at any time, impose maximum limits on the amount of data that Users may send or receive through the services, or on the storage capacity used in connection with any service, unless otherwise expressly agreed in writing with the NSO.

4. Use of the Services by Users

4.1 Users shall provide accurate, truthful, and up-to-date information about themselves, including identification and contact details, to the NSO as part of the service registration process or the continued use of the services
4.2 Users shall use the services solely for purposes authorized under their agreement with the NSO and in compliance with applicable laws, regulations, rules, and generally accepted standards or practices
4.3 Users shall not access, or attempt to access, any service by any means other than through the channels expressly provided by the National Statistical Office (NSO), including through the use of automated methods or scripts, unless expressly authorized by the NSO.
4.4 Users shall not engage in, or assist in, any activity that interferes with or disrupts the services of the NSO, including any servers or networks connected to the services.
4.5 Users of the NSO statistical data may use, reproduce, distribute, or adapt such data, provided that proper attribution is given to the NSO. Such use shall be subject to the Creative Commons Attribution (G1) license set forth in Appendix C (Data License Agreement), in accordance with the Digital Government Development Agency (Public Organization (DGA)) Announcement No. DGA 4/2566 on the Digital Government Development Agency (Public Organization) Standards regarding Guidelines for the Preparation of the Government Data Catalog, Version 2.0.
4.6 Users shall be solely responsible and liable to any third party for any damages arising from a violation of the Terms.

5. Passwords and Account Security

5.1 Users shall be responsible for maintaining the confidentiality of any passwords associated with accounts used to access the services.
5.2 Users are solely responsible to the NSO for all activities that occur under their account.

6. Privacy and Personal Data Protection of Users

6.1 NSO shall process personal data and protect the privacy of Users in accordance with the NSO Personal Data Protection Policy.
6.2 Users agree to comply with the NSO Personal Data Protection Policy.

7. Content in the Services

7.1 Users may receive, access, create, transmit, or display information, including data files, written text, computer software, music, audio files or other sounds, photographs, videos, or other images, as part of or through the use of the services collectively, the “Content”.
7.2 Content made available to users may be protected by the intellectual property rights of the respective content owners. Users shall not alter, modify, sell, distribute, transfer, or create derivative works from such Content, in whole or in part, unless expressly authorized by the applicable content owner.
7.3 Users may, at their own risk, encounter content that is inappropriate, offensive, or objectionable.
7.4 NSO reserves the right to screen, review, flag, modify, refuse, or remove any Content deemed inappropriate from the services. The NSO may also implement or provide content-filtering tools, as appropriate, in compliance with applicable laws, regulations, and relevant governmental rules.
7.5 NSO shall not be liable to any person for any loss or damage arising from Content not created by the NSO. The creator of such Content shall be solely responsible for any such loss or damage.
**If a User creates, transmits, or displays any Content through the services, the User shall be solely responsible and liable for any loss or damage arising from such Content to any person, including the NSO.**

8. Ownership and Intellectual Property Rights

8.1 NSO or its licensors, exclusively owns all right, title, and interest, including all intellectual property rights, in and to the services created by the NSO or its licensors, whether or not such rights are registered.
8.2 Users shall not disclose any information designated as confidential by the National Statistical Office (NSO) without the NSO’s prior written consent.
8.3 Users shall not use the trade name, trademarks, service marks, logos, or domain names of the NSO without the NSO’s prior written consent.
